Do you believe that true bisexuality can exist? Like, without preference?

My current theory is that sexuality is a product of socialization and is not innate, so therefore everyone is bisexual. However I believe it truly is "sexual preference" and therefore one is more attracted to a certain sex. However, is it possible that there are some bisexuals that are equally attracted both sexes?
